One of Dubai’s state owned entities (SOE) embarked upon building a 7.5 Km2, US$ 7 billion, state-of-the-art zone dedicated to fairs, exhibitions, concerts and events.  Given the tight deadlines, the SOE had not put in place any of the elements required to conceptualize the zone nor the processes and procedures to ensure that the zone could be delivered on time, on spec and within budget.

GVE was requested to develop a comprehensive and fully integrated operating model that would cover the entire life cycle of the development and operation of the zone.  This covered the phases of viability, feasibility, schematic design, detailed design, construction, handover/ commissioning, occupation / operation, and sales and leasing.

GVE developed and assisted the SOE in the implementation of a full set of: planning frameworks, policies, processes, procedures, governance mechanisms, organization restructuring, project controls and systems integration. Multiple third party industry experts praised the work and stated that this work provided the SOE with a robust and unique competitive advantage.
